Support for improving Ryan White HIV/AIDS Program Part A and B formula awards

Dear Mr.Mandsager,

The HIV+Hepatitis Policy Institute is a national, non-profit organization whose mission is to promote quality and affordable healthcare for people living with or at risk of HIV, hepatitis, and other serious and chronic health conditions.  We are in strong support of HAB’s proposal included in the Federal Register on November 10, 2025, to update the funding formulas used by the Ryan White HIV/AIDS Program (RWHAP) for allocating Part A and Part B funding. This welcome change is long overdue and will increase equity in the distribution of funding and better match the level of funding with the number of RWHAP clients residing in a jurisdiction.

We welcome HAB using the most recent address for people living with HIV from the CDC instead of the place of diagnosis in funding formulas. People living with HIV do not always remain in the area where they were diagnosed and move for a number of reasons, including access to their healthcare.  For that reason, determining funding based on where the client currently resides seems more appropriate in the determination of formula awards.

In addition, phasing this transition over five years is appreciated, given the funding gains and losses that jurisdictions will encounter that will require planning and coordination among grantees and subgrantees.

Again, HIV+Hep fully supports this reasonable and practical change as we further our efforts to ensure greater access to care and treatment for people living with HIV, which will bring us closer to eventually ending HIV in the U.S. If you have any questions, please do not hesitate to reach out to me at cschmid@hivhep.org
